Truesdale Water, sewer, and trash services are bundled into one monthly utility statement. Monthly charges will include a utility fee of $1.00 per month. The utility fee supports the meter replacement program. Over a period of one year, a customer will pay $12.00 into this account but a new meter, as of April 2014, costs $125. Additionally, the Missouri Department of Natural Resources requires the City to collect a “Missouri Primacy Fee” and a “Missouri Sewer Fee” once a year. The primacy fee will be added to each customer’s statement in the month of May and the state sewer fee will be added to the statement in the month of June. (Please read the “Welcome to Truesdale” letter, which you will receive, as it contains important information for residents).Sewage from The City of Truesdale is treated at the City of Warrenton treatment facility. Truesdale collects an incurred charge for that service on behalf of the City of Warrenton and it is rolled into Truesdale’s utility bills. (See rate chart above)
New Construction
Because sewage treatment is handled by The City of Warrenton Treatment Facility, all new construction is required to have prior permission from the City of Warrenton in order for a sewer connection to be approved by The City of Truesdale. The form, “Sewer Application – New Construction,” linked in the right column of this page, should be printed, completed, and returned to Truesdale City Hall. We will then forward it to The City of Warrenton for their approval. Once that is accomplished, the City of Truesdale will proceed with approval of the new connection. New Residents
If you are moving into The City of Truesdale, please print and complete the form, “Request For New Service,” linked in the right column of this page. Return the completed form to City Hall, along with a security deposit of $150.00 and a current copy of new resident’s driver’s license or photo ID. Deposit is refundable when the resident moves, providing any and all remaining balances have been paid in full.Important: Even if the water service is already on when you move in, it is your responsibility to have the account put into your own name. Also note that the form contains a place to add an additional name, stating that you authorize that person to make changes to your account, including the ability to close the account, in case that is ever needed. Without another name provided, only you will be able to request changes of any kind.
Moving out of The City of Truesdale
Please print and complete the form, “Request for Service Disconnection,” at the top of this page, and return it to City Hall. You must provide a forwarding address for the return of any balance due you from your security deposit. We require a minimum of 24 hours in advance of deposit being refunded. If a balance is owed on your account, you will be responsible for the payment of the final statement.
Late Payment Fees
A five percent penalty fee is added to all parts of a utility statement that are not paid by the 30th of each month. The penalty fee applies to all utility accounts whether they are still active, shut off for non-payment, or for any reason have an unpaid final statement.
Please note: If you have received your latest statement and the first line is in red print with the words, “Previous balance with penalty,” the total amount due is the amount which must be paid by the 15th of the month, or the service will be disconnected.
Disconnection For Non-payment
Utility statements are sent during the first four days of each month, usually on the first, unless the first falls on a weekend or a holiday. Payment is due by the 30th of the same month. After the 30th, a five percent penalty fee will be added to the delinquent bill. The delinquent bill must be paid by 10:00 a.m.on the 15th of the month following the date the bill was due, or service will be disconnected. After the 15th of the month, even if service has not been physically shutoff, all outstanding utility bills, the penalty fee, and a $50.00 service fee (for the first time), $75.00 (for the second time) or $100 (for the third – and each one thereafter until one year passes with no shutoffs) must be paid before service will be reconnected. If you are a renter, upon disconnection for non-payment, a copy of the disconnect notice will be sent to the property owner.
Payment Methods For Disconnected Service
Payment methods accepted for a disconnected service are cash, debit card, credit card, money-order, or cashier’s check. No personal checks will be accepted.
Leaks Credit Policy
In the event that a customer requests a credit for a portion of his / her utility bill due to a leak that did not discharge into the sewer system, an employee of The City of Truesdale must be able to verify that a leak has occurred. Once the City’s employee has signed off on the leak and it has been approved by the City Clerk, a credit will be issued on the following month’s statement. An average of previous months’ billing will be used to determine the amount of credit which will be given on the sewer portion of the monthly statement.
Swimming Pool Credit
Residents are required to notify the Public Works Department prior to beginning the filling of a swimming pool if they wish to receive credit on their sewer bill. No sewer credit will be issued for pool filling of less than 5,000 gallons. For pools, which have not previously been filled, the credit amount will be determined by calculating, from the pool measurements, the number of gallons used. For a previously filled pool, with some water already there, a meter reading will be taken prior to the start of the pool-filling and again when the filling is completed. This reading will be used to determine the number of gallons used and how much sewer credit should be given. Only one pool credit will be issued for each calendar year.
New Industrial Accounts
Because sewage treatment is handled by The City of Warrenton Treatment Facility, all industrial users are required by The City of Warrenton to complete a questionnaire prior to approval of a sewer connection. Please print the form “Industrial User Questionnaire,” linked in the right column of this page, fill it out completely, and return it to Truesdale City Hall. We will forward it to The City of Warrenton for their approval. The break-down of fees between the two cities can be seen in the rates tables below.
New Commercial (Business) Accounts
All new users must open a new account, even if utilities are already turned on at the location. Please print and complete the “Request for New Service” form, linked in the right column of this page, and return it to Truesdale City Hall along with a security deposit of $200.00 and a current copy of the business owner’s drivers license or photo ID. Deposit is refundable upon moving out of The City of Truesdale, providing any and all remaining balances have been paid in full..
